Video of Random Shootings in Iraq

Telegraph: "A "trophy" video appearing to show security guards in Baghdad randomly shooting Iraqi civilians has sparked two investigations after it was posted on the internet, the Sunday Telegraph can reveal.

The video has sparked concern that private security companies, which are not subject to any form of regulation either in Britain or in Iraq, could be responsible for the deaths of hundreds of innocent Iraqis."

BAGHDAD, Iraq - The U.S. military has concluded its investigation into a video that appeared to show private security contractors shooting at civilian vehicles on highways in Iraq and determined that no one involved will be charged with a crime, a military spokesman in Baghdad said.

The investigation, which officials have not released publicly, began after the video was posted on an Internet site purportedly run by employees of Aegis Defense Services, a London-based firm with a $293 million U.S. government security contract.

The only constraints mercenaries have are those put on them by their employers. If mercenaries are shooting up Iraqi civilians, it's because the U.S. tax dollars that hired them allow/condone that behavior. When/if Congress gets around to cutting the funding on Iraq (the only way they're going to get our troops home under this administration - same like how we finally got out of Vietnam) that will include cutting money that hires mercenaries to do things Bushco doesn't want our military blamed for.
