No, Lincoln never said it. But GOP bloggers and congressman have latched onto it and are determined to keep repeating it.
Now it's part of the official Congressional record. Wednesday, Alaska's Rep. Don Young opened his remarks with the fake quote.

Olbermann already nailed the guy who didn't check his sources. Some nutjob made the statement, and somebody else put quotes around it and attributed it to Lincoln.
