Considering how the word "cancer" has come to be used to describe many negative things (e.g. "cancer to society," etc.), I suppose there's a way to argue that the cause of something that can be described as a "cancer" could then be called a "carcinogen." Of course, this is the kind of dumbass reasoning that produces dumbass opinions and detrimental policies... I saw it on Sunday, too, and wondered what the heck that guy was talking about! Did you see George's expression when he said, Ooookay, thanks for coming on the show -- then the guy never even said "thanks" or "goodbye" or anything. Maybe he knew how badly he'd screwed up and had already run off crying.

Rachael Madow says we executed people for waterboarding in this December clip. Watch the first few minutes. It's a good clip.
It might be the way this is worded. It might be people were executed for waterboarding but it wasn't their only crime. So that would be misleading to put it this way.
